The Formation of an Effective System of Financial Support for Scientific, Technical and Innovation Activities (by the case of Rusnano JSC)

Abstract: This article describes the financial system for the provision of scientific, technical and innovative activities of Rusnano JSC. The dynamics of approved projects for financing, funded projects, both by the company and co-investors have been investigated. The funds spent on projects and the profits earned on them have been estimated.

The strategic goal of state regulation on the creation of high technology products should be to ensure, through a system of appropriate methods and forms, conditions for enhancing scientific, technical and innovation activities that are aimed at creating a favorable institutional and legal environment, attracting financial resources for implementing innovative projects, and stimulating effective demand for high technology products, etc.
As an example of the implementation of state policy for the development of high-tech projects, consider the activities of the Rusnano Group, which includes Rusnano JSC, Rusnano Management Company and the Fund for Infrastructure and Educational Programs. 100% of the shares of this company are fixed in state ownership. The mission of RUSNANO is to build a competitive nanotechnology industry in Russia, based both on the ideas of domestic scientists and on the transfer of advanced foreign technologies. Thus, the responsibility of this company for the development of an innovative economy in Russia is extremely high. [6, P.46]
The main goal of RUSNANO JSC is the commercialization of nano-technological developments. The company acts as a financial co-investor in projects with significant economic and social potential. Co-financing of Rusnano JSC is provided on certain conditions and is in the form of a contribution to the authorized capital of the project company for a period of up to 4 years, in the form of loans to project companies and in the form of a guarantee for the obligations of the project companies to third parties. [5, p.21]
According to the official data of the company, presented in the report on the site, for 5 years of operation of the OJSC (2015 – 2018) 24 new productions in Russia were opened and 105 investment agreements were signed with a total budget of 480 billion rubles. At the same time, Rusnano’s investments amounted to 205 billion rubles. These activities in terms of speaks of high investment as at this fair billion significantly differ in nanotechnology with the results of motor transport verification http Accounting Chamber, capital passed the project in 2016 and in 2018 (as a test for preparation indicator for the World Championship Implementation in 2018).
Fig. 1 presents information on the dynamics of projects for which Rosnano was approved for financing and implementation. They show the conditions that in 2016 such projects of the projects were approved 53, of which 49 production projects and 5 projects of the Funds. The very minimum of projects was approved for funding in 2015, the industries only 5 production projects. As we further see from the figure, the number of projects being carried out by 2015 will be reduced. Thus, 32 projects, 4 projects of the Nano-centre and 4 projects of the Funds were approved for financing.
