Введение:

 

At the current stage of globalization, when a multipolar system of the world order is being formed, the complication of international relations is observed. Obtaining reliable information about events in the world in a comprehensive and timely manner, being able to evaluate someone’s opinion and argue one’s position are mandatory conditions for the success of diplomatic activity. Currently, participants in international relations are faced with new modern challenges, when it is necessary to expand informational influence in the international arena, to deepen the positive image of the state in order to realize its national interests.

That is why the Internet is a new platform for providing public diplomacy tasks, acting as a kind of space for intercultural communication, and social networks become a kind of diplomatic mediators. From here comes a new phenomenon in the field of international relations, which is social and media diplomacy. That is why the relevance of the work lies in insufficient scientific justification and development of mechanisms for implementing Twitter communication as part of digital diplomacy by state authorities in the aspect of international relations.

The objective of the work is to clarify the role of media diplomacy and the Twitter social network in the foreign policy strategies of the state. Achieving the goal is possible thanks to the implementation of the following tasks:

1. To characterize the main aspects of the influence of Twitter communication on the current state of diplomatic relations;

2. Predict the possible consequences of using media diplomacy in the international arena.

Thus, it was further investigated how with the development of information and communication technologies there is a rapid transition from traditional means of conducting diplomacy to the latest methods associated with the use of the Internet as a powerful platform for promoting the state’s own national interests.

As part of this work, it was found that the world political process has a decisive influence on international relations, and the complexity of events forces the development of new forms of interaction and cooperation between states. The conducted research allows us to draw the following conclusions:

1) Twitter also has a significant influence on the formation of the image of a political figure, the establishment of his authority in society and the manifestation of himself as a true professional. Any statements, retweets, notes and other actions of state leaders on Twitter are not only considered in the context of media discourse, but must also be correlated with the official positions of states for the analysis of interstate relations on the world stage.

2) Digital diplomacy, unlike traditional methods of foreign policy activity, has a horizontal model of dissemination of information exchange, in which communication processes take place in a multilateral direction. Therefore, it can be concluded that the latest information and communication technologies in the aspect of digital diplomacy are aimed at protecting the national interests of the state and creating its positive image in the international arena.

3) Taking into account the economic, security and state capabilities of managing the information sector, it is necessary to use the potential of digital diplomacy. The weakness of digital diplomacy remains the threat of «leakage» of information that requires certain means for its protection.

Of course, digital technology cannot completely replace the centuries-old diplomatic principle, but its adaptation to its goals and functions has a positive effect on the implementation of the main tasks of diplomatic activity, efficiency and openness of results, and transparency. Therefore, the advantages of using digital diplomacy outweigh the disadvantages, primarily strengthening the country’s influence on the international arena and realizing its national interests.

1. The impact of Twitter communication on international relations

With the development of information technologies, both classical and public diplomacy are increasingly taking on a new form, in particular through the use of other (not only face-to-face) methods of communication. The use of Internet resources in diplomatic practice turns them into an effective tool of the state’s foreign policy, which affects the course of events in international relations. Internet resources are no longer a means of communication only for citizens of a certain state. They are successfully used by diplomats and political leaders to maintain constant contact with wide circles of the public both inside and outside their country, as well as between states, to strengthen their role on the international arena. Social networks, blogs and similar media are used as part of digital diplomacy.

Among them, Twitter is an important channel of political communication. Thus, journalist Eva Garder believes that among all social networks in the world, Twitter is the most important, because it changes the «face» of the country’s foreign policy. She claims that Twitter is developing a new method of managing international relations, based on the form in which state institutions inform their citizens . According to Philip Seib, a specialist in the field of communication and journalism, the use of Twitter «is a diplomatic tool that fits perfectly into the new sense of political empowerment accompanying the boom of social networks» .

Pablo Barbera slightly changes the approach to the study of communication on Twitter and emphasizes communication between state leaders as a strategic tool for the formation of interstate relations . As a social network, Twitter was created in 2006 by Jack Dorsey and quickly began to gain popularity among the public. This network of microblogs became widespread in diplomatic practice closer to 2011. It was then that the term «Twitter diplomacy» appeared.
